It’s not that Qaltas has ever done anything too heinous that it can't be forgiven and it’s not that he carries some social stigma; it's just for some reason no dwarf has ever really felt comfortable spending time with him. Every conversation is slightly off-beat, and everyone except Qaltas gains a new appreciation for personal space whenever he's around. Everyone is really just waiting for it be revealed that he's a serial killer or for him to admit he doesn't really think elves are that bad.
