Orcs are the ancient enemy of dwarfs, with a long and terrible history stretching back beyond history into myths and legends. The idea that an orc would dare to tie on a false beard and come walking into the Hammer and Crown is simply laughable.

It is the sheer implausibility of his plan that has allowed Shaga to haunt the inn these long years, waiting for just the right circumstances for him to seize the crown. His plan after that is somewhat more uncertain, probably to damage the economy by targeting beneficial social programmes with austerity measures. In the mean time, Shaga is eager to take as many dwarves down a peg as he can without blowing his cover and will often make sure to guide them into the muddier puddles or tip them off their stools when they've had too much ale.
